CLIENT BACKGROUND:
NPS and BLM are two federal agencies responsible for managing and preserving national parks and public lands. Both agencies faced challenges with traditional records management, including office consolidations, limited storage space, and scattered paper records across multiple field offices.

THE CHALLENGE:
NPS struggled with office consolidations and a lack of storage for permanent records, with NARA guidelines increasing the volume of documents classified as permanent. BLM dealt with scattered paper records across 19 field offices, necessitating a unified digitization approach to streamline records management.
THE SOLUTION:
Both agencies adopted the FERMI framework, moving to digitize and store records at Federal Records Centers (FRC). The process involved standardizing document conversion to ensure accessibility and compliance with FERMI standards, including scanning at a minimum of 300 DPI and employing OCR for document retrieval.
IMPLEMENTATION:
BLM, led by Idaho State Records Manager Shellie Boss, organized and cataloged records for digitization, facilitating the transfer to FRC after conversion. This streamlined approach included preparing, indexing, and converting documents to digital format, ensuring secure and efficient long-term storage.
